Minutes of the Highland Pony Society Council Meeting Tues 29 Sept 2009 (ratified 10 November 2009)
15 out of 16 Councillors were present. Council expressed great sympathy to Pat Watson in her absence following the recent loss of her husband.
Matters Arising from Previous MinutesAccommodation for Society offices Councillors would continue to seek suitable premises for the Society’s offices for purchase. Alternatively suitable land could be found and a purpose built kit erected. Passports Passport inserts, complying with recent EEC legislation, were at the final draft stage.
NPS Judges Conference A presentation on Highland ponies would be made at the imminent NPS Judges Conference. Highland Ponies in France French ‘Highland’ ponies were being reviewed to see whether late registration was possible.
Performance Awards Group It was agreed that the Performance Awards Committee would be termed a “Working Party”.
Highland Show A response regarding barriers, commentary and ponies approaching the main arena for parades was awaited from the RHASS.
Highland Pony Characteristics NPS mixed mountain and moorland and other judges would be reminded at their conferences and seminars that Highland ponies should not have undue knee action. Report from PresidentThe President thanked everyone involved in the recent Judges Assessment Day. Two new in hand judges had passed into the B section of the In Hand Panel and one ridden probationer was to undertake further probations before reassessment. The President looked forward to the Members’ Study Day at Inverarity in October.
Report from Secretary Two requests for duplicate registration papers for geldings were approved. It was acknowledged that breeders should ensure that ponies’ papers are transferred into the new owner’s name. Passports must travel to the new owner with the pony and legally they were required to ensure that their name is recorded as the pony’s owner. Sellers could be encouraged to include a cheque payable to the HPS for the transfer with the papers of ponies they sell. It was agreed that the complete judges’ panel list could be published on the HPS website including names, addresses and telephone numbers. It was further agreed that HPS Council committee categories and their membership (names only) should be included on the website. CorrespondenceA request for sponsorship was turned down.
Judges’ Assessment The organisation of the day will be reviewed for the future. Accounts The accounts were discussed.Welfare Reports No welfare concerns were reported.Reports of Committee MeetingsBreeding CommitteeThe revised Stallion Licensing Scheme was circulated. Options for Premium Schemes and the registration of ponies in France were discussed.
Breed Show 2010Discussion on the organisation of the 2010 Breed Show continued. Judges had been agreed.Exhibitors of mares and foals would be given the opportunity to request a pen at the time of entry. Stewards and trade stands were discussed and all Councillors would actively seek sponsorship. Committee Structure (New M&A Item 23)Criteria for HPS Council Committees in relation to Item 23 of the revised Memorandum and Articles were discussed and agreed.
Reports of External MeetingsMembers of the Scottish Equestrian Breeders Association were to meet staff of the Rural Directorate who would advise on passport related matters. SEBA were organising a further event in 2010 and suggested topics were invited. Royal Highland ShowSuggested alterations to the 2010 schedule were agreed and would be sent to the organisers for consideration. The Highland Pony Stock Judging competition would be held in the cattle rings on the afternoon of Friday. The Ridden and In Hand list of potential judges was updated. The RHS would be sent recommendations for judges for 2011.Report of Southern Highland Pony Show and Stallion ParadeEntries to the Southern Highland Pony Show held during Equifest at Peterborough had been lower than for the previous Highland pony show held at Malvern. However, it was expected that exhibitors would become familiar with a new venue. Seven stallions had come forward for the Southern Stallion Parade which had a good catalogue and had been very well organised.Stallion Show 2010The National Stallion Show would take place on Saturday 6 March 2010 in Stirling Mart. The proposed judge, sponsorship and advertising were all discussed and agreed.Disciplinary and Appeals ProcedureA panel would be appointed if the procedure required to be invoked.PedewebThe Pedeweb facility should be efficient when it was made accessible to members.Autumn/Winter NewsletterThe Secretary thanked all those Councillors who had prepared excellent articles for the newsletter.Members’ Study DayOrganisation for the forthcoming Members’ Study Day continued.Judges’ SeminarOrganisation for the forthcoming Judges’ Seminar continued.Dinner DancesOrganisation for the forthcoming Dinner Dance continued. It had previously been agreed that the 2010 dinner dance would be held in the Salutation Hotel, Perth. This decision could not be reversed although concern had been expressed about poor parking in the area. Members could consider staying at other hotels where there is adjacent parking within walking distance of the Salutation.Medals 2010Alyth Show would be allocated the floating medal in 2010. The bronze medal for the Southern Highland Pony Show which superseded the biennial Malvern show was discussed.Any Other BusinessAuthorisation of ExpenditureThere were good controls in place for the authorisation of expenditure.
Use of Board Room Arrangements for the use of the Board Room were acceptable to Council.
Stallion Directory 2010 Council was informed that a new stallion directory for 2010 was to be prepared.
