A GUIDE TO THE REGISTRATION OF HIGHLAND PONIES

FOAL REGISTRATION APPLICATION FORM (All registers)

 

The Secretary of the Highland Pony Society handles all registrations for the Stud Book and Appendices and anyone wishing to register or transfer a pony must apply for the appropriate form. At registration, a passport and registration certificate are produced for breeders. The Secretary respectfully asks breeders to take care when filling out forms. The system works primarily with the registration numbers of ponies. These must be accurately entered otherwise much time is wasted in correcting mistakes. On the reverse side of the form, whorls and markings must be entered along with an accurate description. This is to enable the passport to be produced. All applications for registrations must have the microchip bar code label affixed above the breeder/inspector’s signature. If the bar code label is not affixed to the application, it will be returned to the breeder. When a breeder or owner receives a registration document, it is their responsibility to check the dates and data thereon and inform the office immediately if there is an error. This can only be corrected in time for the publication of the Stud Book if immediate action is taken. Please contact the Secretary for a guide to the completion of registration forms for the benefit of breeders, if required.  Transfers are of three types – ownership transfer, loan transfer and transfer to gelding from colt or stallion.  There is no charge for transfer to gelding, although it is vital that the office is notified so that the appropriate alterations may be made to the Stud Book. Transfers should be notified to the Society promptly. They are of vital importance when showing regulations require proof of ownership or if a dispute about ownership should arise. Ponies cannot be registered to a breeder unless the dam is in their ownership or an HPS loan transfer has been completed. A completed transfer is the owner’s protection as it forms a contract in Scots Law.  Daughter Stud Books in Belgium and Germany have been recognised by the Mother Stud Book (i.e. The Highland Pony Society) to register Highland ponies. Ponies registered outwith these Stud Books are not recognised by the Society. European Horse Passport legislation requires all equines, regardless of age or status, to be accompanied by a passport. All horse owners must obtain individual passports for each horse owned. Passports can be held by the horse owner or keeper but must be kept with the horse at all times. Possession of a passport does not constitute ownership of the pony. The Registration Certificate is the sole document that identifies actual ownership.

 

Prefix/Suffix Registration
All breeders of Highland ponies must register their prefix/suffix and all foals registered by that breeder MUST carry the stud name of that breeder. The prefix/suffix must be relevant to the breeder's name, house, farm, area, etc., but must not be chosen at random from another unrelated part of the country where Highland ponies are bred. The Society is a member of the Central Prefix Register. This body requires three choices in descending order of preference. Stud names become the property of the member and may be transferred to others if approved by The Highland Pony Society. Please note that the Central Register will only register one word of not more than 14 letters. These may be split by the applicant after allocation - e.g., Sgurrruadh to Sgurr Ruadh. Registration

The Stud Book is a register comprising sections for fully pedigreed, Appendix and Part Bred Highland ponies. All stallions must be bred from fully registered parents and must hold a licence before being used on mares. The progeny of any unlicensed stallion will be X registered.

 

Youngstock and New Entries

Applications must be accompanied by a SERVICE CERTIFICATE from the stallion owner. If this certificate is not enclosed, the application will be returned to the breeder. It is the responsibility of the mare owner to make sure that this certificate has been obtained before the registration is applied for. Progeny can only be registered by the REGISTERED mare owner. The Highland Pony Society requires applications for registration to be submitted by 30 November in the year of birth to guarantee the entry being in that year's stud book. Forms received after that for foals born that calendar year and not submitted within six months of the foaling date will be subject to the late registration fee and may miss the relevant year's stud book. Late registrations must be approved by Council and will be charged double the normal fee.

Stallions
Colts may be licensed by requesting a stallion licence application form and returning it with two colour photographs, name and address of proposed veterinary surgeon and the appropriate fee. The owner of the colt is additionally required to pay the full cost of the veterinary inspection. Inspection forms will be sent to the veterinary surgeon who must be actively engaged in an acceptable amount of equine practice and must not be employed by the veterinary practice usually engaged by the owner of the stallion. If vetting is successful, the owner of the colt will be sent the licence. Please note that a colt must not be used before the licence is issued. Also, colts being presented for licensing must have no white other than a small star. By signing the application form, the owner guarantees that the description of the colt is true and accurate. Mares
Mares on loan for breeding purposes must be recorded as such by completing a loan transfer before progeny can be registered in the borrower’s name.Mare Travel Grants are available. Colts/Geldings

Male progeny will be registered as colts or geldings as appropriate. There is no charge for transfer to gelding for registered colts.

 

Transfer of Ownership

When a Highland pony is sold, it should be transferred to the new owner immediately by the completion of a transfer form signed by both parties and endorsement of the reverse side of the Registration Certificate. The passport, Registration Certificate and completed transfer of ownership form should be sent to the Society with the appropriate fee. See list of fees for charges. If a pony is being transported by another individual, the passport should accompany the pony. In this situation, the Registration Certificate together with the transfer of ownership form and the appropriate fee should be sent to the Office with a note saying that the passport will follow once the pony has arrived at his new location. It is the legal responsibility of the new owner to undertake the transfer into their name within 30 days of purchase althought the payment for the transfer is often given by the seller as a "luck penny" at the time of sale.

On the death of a pony, the passport should be returned to the Society together with the Registration Certificate. If, for sentimental reasons, owners wish the papers returned, an A4 stamped addressed envelope together with appropriate postage should be included.

 

Exports

National Guidance Notes and forms for the export of ponies are available from Animal Health Divisional Offices of DEFRA and the Rural Directorate of the Scottish Government. A Minimum Value Certificate must be completed for ponies sold overseas and ponies should be fully registered before leaving the country. Entire colts may be subsequently licensed in accordance with the procedures of the Highland Pony Society. The Society stresses that members exporting ponies should ensure that transfers of ownership are recorded by the Society.

 

Appendix Registers

The Appendices are, in effect, grading-up registers for ponies of unknown lineage. Progeny from Appendix mares by fully registered and licensed Highland stallions will be inspected and registered as follows. All colts must be gelded. Gelded progeny of Appendix A and Appendix B mares will be placed on the register of their dam. Fillies, if passing inspection by a judge from the Highland Pony Society’s In Hand Panel, will be advanced to the next register; if they fail they will be left on their dam’s register. Fillies and geldings of Appendix C mares, if passed, will be registered on the full register. See list of fees for appropriate charges.

Appendix A
This appendix is for ponies of irregular or unknown pedigree. All colts must be gelded and placed on their dam's register. Filly progeny of an Appendix 'A' mare, if they pass inspection, will advance to the next register. If not, they shall be retained on their dam's register. Since 31 December 2002 this Appendix has been closed to new intake.

Appendix B
This is for the progeny of an 'A' mare and a fully registered and licensed Highland stallion. All colts must be gelded and will be placed on their dam's register. Filly progeny of an Appendix 'B' mare, if they pass inspection, will advance to the next register. If not, they shall be retained on their dam's register.

Appendix C
This is for the progeny of a 'B' mare and a fully registered and licensed Highland stallion. All colts must be gelded. Fillies and gelded progeny of an Appendix 'C' mare, if they pass inspection, will advance to the full register. If not, they shall be retained on their dam's register.

Full Stud Book
This register is for fully pedigreed stock and the filly and gelded progeny of Appendix 'C' mares passed by inspection.

 

Part-Bred Register

Entry is open to females and geldings:(i)         Of any age(ii)        Minimum quarter-bred Highland blood – i.e. at least one grandparent must be a fully registered Highland pony. Proof of the Highland pony lineage must be provided. Part bred ponies must be Highland crossed with any other breed type but should not be pure unregistered Highland ponies.It is not necessary for breeders of part-bred ponies to have a suffix/prefix.
